AN ORDINANCE PROHIBITING THE DEPOSITING OF LITTER, GRASS, OR LEAVES INTO THE STREET AND DECLARING AN EMERGENCY.

The Village Council having been advised that individuals have been blowing, dumping, sweeping, or otherwise depositing grass, leaves, or other lawn debris onto public gutters, sidewalks, streets, or other public places, and that said condition creates a nuisance and / or danger to passersby within the Village;

BE IT RESOLVED by the Council of the Village of Vanlue, State of Ohio, Two-Thirds (2/3) of all members elected thereto concurring that the following Ordinance shall issue:

Prohibiting the depositing of leaves, grass clippings, or other lawn debris

   (a)    No person shall blow, dump or deposit leaves, grass clippings, or other lawn debris onto any public street or alley, provided that nothing in this division shall prohibit depositing leaves onto a public street or alley as part of a village-sponsored leaf pick-up program.

This Ordinance is hereby declared to be an emergency measure for the immediate preservation of the public peace, health, and safety of the inhabitants of the Village of Vanlue, Ohio and for the further reason it is immediately necessary to prohibit the depositing of leaves, grass clippings, or other lawn debris onto any public street or alley.

A violation of this Ordinance shall be a minor misdemeanor. 

WHEREFORE, this Ordinance shall take effect and be in force from and after its

Passage and approval by the Mayor, Council President and Council members.
